PORTRAIT ARTISTS? please help?

I draw portraits, and I was wondering what is approximately the lowest price for fairly decent drawing pencils. I cannot afford anything too spendy, but in the same time, I want pretty good quality pencils. What is the best price I can get for fairly good pencils?

Also, I was wondering what are the best tools for drawing portraits? Just pencils or charcoal or what? Any other tips would be great.
Thank you :)
Thank you, but I would still like to know the approximate price.

I like BEROL Prismacolor the best. They have a nice soft lead and are very smooth.

PRANG is another good pencil that are a little cheaper.

You can do portraits in any medium. You can even do them in crayon if you want. Do what works best for you to produce the best results.
