Portrait photography is 80% marketing and 20% skills. If the photographers can market themselves well then they can make a lot of money, upwards of $10,000 per shoot even if their shots are mediocre. If he/she is a no body and have not branded themselves at all then I would say minimum wage in your part of the city even if they have mad skills. References :

The last time I checked in late 2008 most studios were paying their photographers between $9 and $12 per hour.
